James L. Bullion

Mr. Jim Bullion has 25 years of experience in the U.S. Army and Army Reserve, currently holding the rank of Colonel. He served two tours in Iraq, first as Executive Officer and Commander of a Civil Affairs Battalion attached to the 10th Special Forces Group and the 101st Airborne Division, then as Plans and Operations Chief for the Multinational Security Transition Command under General David Petraeus. During these tours he oversaw multi-million dollar reconstruction projects, coordinated operations to rebuild the Iraqi military and police, and helped develop and execute strategies for protecting Iraq’s pipelines and its border with Syria.

Commissioned as an infantry officer through ROTC at Dartmouth College, Colonel Bullion has commanded an Infantry company and a Civil Affairs battalion and currently is Chief of Plans for the 353d Civil Affairs Command, where he focused on supporting the European Command and the newly-formed Africa Command. In addition to his service in Iraq, he has served on multiple overseas exercises in support of the 173d Airborne Brigade and the Southern European Task Force.

Prior to being activated for service in Iraq, Mr. Bullion was a Vice President at Genuity, a $1 billion publicly-traded telecommunications services company, where he launched a new services group and managed strategic business development, acquisitions and strategic alliances with major partners such as Microsoft and Cisco. Earlier in his career, Mr. Bullion built and managed international operations for UNIFI Communications, a high-growth start-up, where he built operations in China, Korea, Hong Kong, the Philippines, Indonesia and Taiwan. He also managed the company’s relationship with its strategic investor, Singapore Telecom, which eventually purchased the company.

Mr. Bullion is a graduate of Dartmouth College and has an MBA from the Amos Tuck School. He graduated from the U.S. Army Command and General Staff College and Airborne School. He was awarded three Bronze Star Medals and the Combat Action Badge for service in Iraq.
