Dr. Phil G. Jackson

Dr. Phil G. Jackson has more than 20 years of experience serving in leadership positions for a multinational maritime consultancy, specializing in security services for the maritime sector worldwide and in the delivery of national security initiatives in counter-terrorism, counter-narcotics and border security, the protection of critical infrastructure, and global supply chain assurance.

Jackson served in the British Armed Forces and has worked in official capacities with the U.S. and Middle East governments. A world-renowned security expert, Jackson currently serves as a Director to the International Civil Aviation Organization Security Council.

Jackson’s recent experiences include creating a security plan for Baghdad International Airport (BIAP) to meet U.S. Transportation Security Administration (TSA) standards, providing cargo (airside and landside) security plans as directed by the U.S. Federal Aviation Administration (FAA) and Iraqi Civil Aviation Authority; supervising in conjunction with the U.S. Army Corp of Engineers the construction of the Entry Control Point (ECP) to BIAP which handles in excess of 5,000 people daily; advised the Coalition Provisional Authority (CPA) and the Iraq Ministry of Transport on the construction and operation of all internal ECPs and observation towers on the perimeter walls; implemented a 1,100-man project team including the training of Iraqi police in basic airport and aviation security; developed and initiated the security plan for a 1,500-man project to secure the International Zone (Green Zone) which covered all ministerial buildings including the President’s and Prime Minister’s offices and various Embassies; advised the CPA on the locations and construction plans for their Common Access Control points within the International Zone in Baghdad; served as Senior Advisor to the U.S. Department of State on the location and construction of observation towers to be built as part of the force protection program on the new Kabul Embassy in Afghanistan; assembled a training/operations team of military and police experts to work worldwide on operations assisting all types of security including intelligence, narcotics, aviation maritime, training and plan writing in conjunction with CAA, FAA, and TSA regulations and the International Ship and Port Facility Security (ISPS) code.

Jackson also served as the Director of the Royal Flight in the State of Qatar and the United Arab Emirates. In this capacity, Jackson managed the operations of a fleet of 14 aircraft and 170 aircrew and engineers ranging from an A340 airbus to a Falcon 900B, managed controlled an annual operating budget of $150 million, managed the acquisition and purchase of new aircraft and aviation equipment, including the construction of a new $10 million aviation hanger, was appointed to the Gulf Region Airport Advisory Board for the development of Qatar International Airport in Doha. He has also worked as a consultant for airports in the United Arab Emirates where he assisted in developing and initiating the security plans for Abu Dhabi and Dubai International Airports.

  • Structuring an aviation and maritime business development team
  • Expanding and preparing an aviation training team in preparation for the new TSA regulations to come into effect for all U.S. carriers worldwide
  • Leading a training and development team dealing with all aspects of the ISPS code to ensure port authorities, shipping companies, and any other maritime-related businesses were correctly prepared for new regulations
  • Conducting Vessel Security Assessments, Port Security Assessments and Training Courses for the following qualifications:
    • Company Security Officer (CSO)
    • Ship Security Officer (SSO)
    • Port Facility Security Officer (PFSO)
    • Maritime Security Awareness (MSA)
  • Developing all ISPS Training Programs for DNV and ABS worldwide certification
  • Developing and initiating the security plan for the Port of Piraeus, Greece, for the 2004 Olympic Games and for the security of the airport and 16 cruise lines used as floating hotels for the period of the Games
    Government Service
  • Served for 26 years in the British Armed Forces, beginning as a private soldier and accelerating through the ranks to RSM (Command Sergeant Major) then commissioned directly to Captain, resigning as a Major in 1996
  • Served 10 operational tours in Northern Ireland, gaining 4 operational awards for bravery in several theaters including Northern Ireland and Falklands War (WIA). The fourth cannot be disclosed for security sensitive reasons
  • Worked with the U.S. Military in Colombia and awarded the Purple Heart medal by President Bill Clinton
  • Involved in various types of operations and training appointments including training adviser to various military organizations worldwide in all aspects of aviation, military, and security skills
